Two-stage stochastic programming approach for limited medical reserves allocation under uncertainties

Abstract At the early stage of public health emergencies, when conventional medical reserves prepared are insufficient, and productivity could temporarily not meet surge in demand, donations can be used to cover excess demand for supplies a large extent. This paper explicitly considers allocation problem limited during emergency, incorporating uncertainty donated priorities care centers. The is formulated as two-stage stochastic program that regards an efficient recourse action, aiming minimize total losses. optimal strategy obtained by solving model using Gurobi solver. Finally, effectiveness proposed approach verified series computational results, which show solutions our method only benefit emergency fulfill rate but reduce losses well.
